
Children and young people have always participated in the arts, be that in amateur or professional theatre, dance, television and film work and modelling. They are an integral part of the amateur and professional entertainment industry.
It is acknoweldged that the opportunities for children and young people to be involved in the entertainment industry are becoming more varied than ever before, more accessible and increasing in number.
It is a legal requirement that whenever a child - from birth to the end of their compulsory schooling - takes part in public performances or entertainment under a licence issued by the local authority, they must be supervised at all times by an approved matron unless they are under the direct supervision of either parent or agreed tutor.
Persons are licensed under the Children (Performances) Regulations 1968 by the Local Authority (LA) to act as Chaperones.
They are subject to an enhanced Criminal Records Bureau (CRB) check.
Once the application has been approved the licence is valid for 3 years. The Council will hold the person’s details but they are NOT employed by the Council, nor will the Council find them work or recommend them to any prospective employer. The Council will respond to any enquiry from prospective employers by supplying details of all persons licensed as a Chaperone.
Applications to act as a Chaperone must include the following documents:
- An application form for an enhanced CRB check – accurately completed as far as possible;
- Two recent passport sized photographs, authenticated on the reverse by an independent person who knows the applicant;
- Two character references from independent persons;
- Two proofs of residence e.g. Utility Bill; Council Tax Bill; Bank or Credit Card Statement or similar (which will be returned)
You are also required to supply copies of the following:
- Birth certificate;
- Marriage certificate (if appropriate);
- Passport or Photographic driving licence (if the applicant has one).
